It's not only for emergency vehicles to travel or a freeway to take when there's a jam, it's for drivers who got into accidents to move their vehicles and also for drivers who are tired could stop there to rest. Furthermore, one could stop on the road shoulder to make phone calls, too. Hope the he's ok and thank god his black helmet was well strap to his head.
